Department of Labor Revises Certified Payroll Form to Strengthen Compliance with Davis-Bacon Regulations

PHOENIX (February 12, 2025) – The Department of Labor (DOL) has revised the Certified Payroll Form (WH-347) for federally funded projects, introducing critical updates to enhance compliance with Davis-Bacon regulations. These revisions, effective as of January 6, 2025, provide greater transparency regarding fringe benefits and apprenticeship programs, ensuring that workers on public projects receive fair wages and benefits. 

Key Changes to the Certified Payroll Form 

The revised form introduces the following modifications: 

  • Enhanced Fringe Benefits Reporting: Contractors must now provide more detailed information on fringe benefits claimed, improving accountability and compliance. 
  • Apprenticeship Program Verification: Employers must indicate whether their apprentices are part of a bona fide registered apprenticeship program to ensure adherence to labor standards. 
  • Strengthened Compliance Measures: These updates align with Davis-Bacon Act requirements, reinforcing fair labor practices on federally funded projects. 

Implementation and Compliance Considerations 

While the DOL encourages immediate use of the updated form, it remains unclear when it will become mandatory. The Department of Labor has indicated that guidance is forthcoming regarding the transition period to the sole use of the newly revised WH347 form. Both the previous and newly revised WH-347 forms are available for use. A fillable PDF version of the revised form will be released soon.
